Appeal to the European Parliament regarding the deteriorating human rights situation in Kazakhstan

 

As of 4 February 2020, we have recorded:

1) At least 29 political prisoners in Kazakhstan.

2) At least 98 activists and human rights defenders are prosecuted under politically motivated criminal cases.

- 18 activists are in the pre-trial detention facilities.
- 11 persons are under house arrest.
- 69 people are under threat of arrest and imprisonment.

3) Since 22 June 2020, 18 people have been sentenced to restriction of liberty on politically motivated criminal cases.

4) Politically motivated civil lawsuits have been filed against two human rights defenders.

79 people alone are being persecuted for their support of peaceful opposition movements "DCK" and "Koshe Partiyasy", which are banned in Kazakhstan following unfair and politically motivated trials.

These facts cast doubt on President Tokayev's claims of "political reforms" and commitment to human rights.

The Kazakhstani authorities violate their international human rights obligations, in particular in the framework of the Enhanced Partnership and Cooperation Agreement between the European Union and Kazakhstan, which has entered into force.

We call on the European Parliament to adopt an urgent resolution on the human rights situation in Kazakhstan:

1) Publicly condemn the political persecution of civil activists, journalists, human rights defenders, human rights and civil society organisations.

2) Demand that the Kazakhstani authorities immediately release all political prisoners and lift the unlawful restrictions imposed on human rights defenders and activists.

3) Urge the Kazakhstani authorities to comply with their international human rights obligations, including those under the Enhanced Partnership and Cooperation Agreement between the European Union and Kazakhstan.

4) Call on the European External Action Service to consider and adopt personal sanctions against individuals involved in human rights abuses in Kazakhstan.

5) Facilitate increased financial support to civil society in Kazakhstan through the expansion of existing and introduction of new grant programmes.

6) Encourage the EU delegation to Kazakhstan to engage actively and publicly in promoting the values of democracy and human rights in Kazakhstan.
