Dear my countrypeople,

First of all, let me to express sincere words of sympathy to our People on behalf of Kazakhstan Opposition Coordination Council due to massive floods that resulted in human casualties and a huge devastation.
These disasters did not happen because of acts of nature that befell the already poor locals of these regions but this is a real manmade disaster created by Kazakhstan corrupt political regime led by Nazarbayev and Tokayev for 30 years. 
Today I would like to make a public statement as an environmental activist and expert in health, ecology and environmental protection.
Flood devastation is just the beginning of looming even more terrifying consequences for the flooded regions of our country and the people living there.
In particular, I would like to focus on the World’s richest region - Atyrau region, because I know this Western Kazakhstan region very well, namely: Kulsary, Dossor, Karaton and Makat villages where an environmental and epidemiological manmade disaster is expected.
The manmade disaster in these residential places near Tengiz field was laid down long before the flood and is directly connected with the development of Tengiz field by TengizChevroil Company.
I warned “TengizChevroil” about these potential environmental consequences for the region back in 2005, when they systematically, and bypassing not only Kazakhstan environmental laws, but also in violation of International Environmental Conventions, burned and buried toxic oil waste from Tengiz field in the lands of nearby residential places. 
As a result of massive floods, all oil and toxic waste that was buried in the lands of Atyrau region for 30 years ended up in water reservoirs from which the locals, domestic and wild animals are fed.
I know in detail from which TCO facilities, by whom, in what volumes and where toxic oil waste was exported and how it is dangerous for local residents living near Tengiz field as well as for the entire Atyrau region.
But at the beginning I would like to remind you briefly about the criminal history of the development of Tengiz field when “Chevron” global oil Company began its “business in Kazakhstan” with a corruption scandal in 1993 called “Kazakhgate”, with participation of the then rules of Kazakhstan in it by Nursultan Nazarbayev and Nurlan Balgimbayev. 
That time its main participants in the criminal proceedings in the United States managed to escape responsibility and therefore today, 30 years later, we are witnessing the continuation of this criminal saga that poured out on our both literally and figuratively in the form of massive pollution of the environment and ecology, destroying flora and fauna, causing damage to health of local residents of nearby cities and towns near Tengiz field.
“West Dala” Atyrau company owned by Tolegen Balgimbayev, the son of Nurlan Balgimbayev,  a former Prime Minister of Kazakhstan, who is a monopolist in disposal of toxic oil waste in Kazakhstan, is directly involved in this environmental disaster.
As for TCO, for 30 years TCO Company has practiced transferring oil and toxic waste for disposal to pro-government contractors like “West Dala” for a certain Kazakhstan Government protection.
Thus washing their hands and abdicating legal responsibility for the harmful consequences of their production activities both for the Environment and Ecology, as well as for health and lives of residents of Atyrau region.
Toxic oil waste from Tengiz field was uncontrollably distributed and buried on the entire territory of Atyrau region.
And only in 2017, Kazakhstan high-tech KSS Company, I created in 1997, demonstrated to TCO how to handle oil and toxic waste properly using the state of the art technologies in processing of oil and toxic waste.
KSS Company within its obligations under the contract with TCO performed the work impeccably for five years showing a high standard of Environmental and Industrial Safety, preventing long-term pollution of the Environment and Ecology in Atyrau region.

But in 2021, TCO Company, upon a prior agreement with Kazakhstan Government and an active participation of Tolegen Balgimbayev jointly organized a lawsuit against KSS Managers and me personally because of my Human Rights activities to exhaust financially, destroy and take over the property and technology of KSS Company. 
As a result of this corrupt conspiracy with Kazakhstan Government, TCO terminated the contract with KSS and granted the contract to “West Dala”, Tolegen Balgimbayev.
TCO and West Dala did not process oil waste, but simply buried it near the residential places of Kulsary and Dossora  for three years after the unilateral termination of the contract with KSS.
The result of this corruption and environmental crime of TCO and “West Dala” led to a manmade environmental disaster in Kulsary and Dossor villages.
With this statement I appeal to all residents of Atyrau region who have in one way or another suffered or are suffering from toxic oil pollution in your region, to send photos, videos and other valuable information to Telegram bot channels “Freedom Kazakhstan” and “1612” - (@Pv1612bot)  in order to call unreliable companies like TCO and “Waste Dala” to responsibility for systemic environmental crimes in Atyrau region. This is the only way we can together resist those who poison our Life and Land! 
But we must clearly understand that the fundamental reason for all the disasters of the People is our lack of political Freedoms and Democratic institutions of Power in Kazakhstan.

THEREFORE WE DEMAND THE RESIGNATION OF TOKAYEV AND THE ENTIRE GOVERNMENT!
