(*1 case = 1 person)
Due to a nationwide protest on 20 November 2021 announced by the Democratic Choice of Kazakhstan ("DCK") movement with demands to the authorities of Kazakhstan:
- Raise salaries, pensions and benefits twofold;
- Abolish the utilisation tax levies of Aliya NAZARBAYEVA;
- Freedom for political prisoners.
1) Preventive political persecution (in the period from 17 to 19 November 2021): 18 cases in 7 cities and settlements.
2) On 20 November (the day of the protest): 54 cases in 17 cities and settlements (including at least 14 arbitrary detentions).
Kazakhstani authorities refused to hold peaceful assemblies on 20 November 2021 (Almaty, Uralsk, Aktau, Mangystau district) 5 times for political reasons in response to notifications submitted by civil activists. Kazakhstani authorities continue to violate its international human rights obligations and fail to implement the recommendations of the European Parliament Resolution on the situation of human rights in Kazakhstan dated 11 February 2021.
In the run-up to Tokayev's visit to Brussels and the EU-Kazakhstan Human Rights Dialogue, the Kazakhstani authorities once again demonstrate that 'political reforms' are in reality just a facade, while political repression intensifies.
We call on the US, the EU, the UK and Canada to impose personal sanctions against: Karim MASSIMOV, Head of the NSC; Gizat NURDAULETOV, General Prosecutor; and Yerlan TURGUMBAYEV, Minister of Internal Affairs.
